At Ship Confirm Not Able To Enter Serial Numbers Even Though Details Required Is Checked

At time of ship confirm, even though the detail line shows Details Required which means that a serial number needs to be entered, the Serial Numbers (Tools > Serial Numbers) is grayed out.
The issue can be reproduced at will with the following steps:
1. Navigate to Shipping > Transactions.
2. Query the sales order number to be ship confirm.
3. On the detail line, click on Tools > Serial Numbers and find that this option is grayed out.
