Rejecting Change Order Requires Restart of Workflow from Workflow Tab

Goal
Reviewing and correcting a rejected change order gives no option to submit the change again. Instead, the user must restart the workflow manually.

Workaround
Users must manually start the workflow. This is not intuitive to them.
Expected Behavior
You want the Submit action to be available after the user corrects a rejected change order.
What is working
A Submit button IS available when the change order is first created. The same is NOT available after the change order is rejected.
