11i Dispatch Center: Performance Issue When Query Instance In Service History Form (Doc ID 1361707.1)

Symptoms

On : 11.5.10.2 version, Dispatch Center

ACTUAL BEHAVIOR
---------------
From Dispatch Center Plan Board, right click on a Task Number and select Show Service History, then the message indicates "No Data Found". Then the form still opens without the Item Instance. The profile option CSF: Default Service History Display has been set to: 'Instance'.

Then enter an item instance and it took a minute to retrieve. This has been reported in <BUG 9832616> - PERFORMANCE ISSUE WHEN ITEM INSTANCE QUERIED IN SERVICE HISTORY FORM but performance issue still remain.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Responsibility: Field Service Dispatch Manager
Navigation: Dispatch Center >
Right click on Task Number >
Service history  >
Message is appear: 'No Data found' >
Then click on OK ... The form is still opened without the Item Instance Populated >
Enter an item instance number and it still take a long to return the data.
