Customer Form, Address Issue: County Field is not Shown for Some Countries (Doc ID 1362092.1)

Symptoms

When reviewing the address of some customers, noted that County field is not consistently displayed. Some Countries include County, whereas others do not.

The County value exists in database when checking at Details level, but is not visible in the form for all countries.
