Duplicate Items In Direct Item Entry Page Do Not Merge On Cart

On : 12.1.3 version, Shopping Cart Related
Find that when adding same items from the direct item entry page to a new cart (the cart gets created when the items are added), the items are not merged even though "IBE: Merge Shopping Cart Lines" is enabled.
If a shopping cart already exists and several of the same items are added to the shopping via direct Item entry, only one gets added.
Expect to see the items merged correctly
The issue can be reproduced at will with the following steps:
1. Enable IBE: Merge Shopping Cart Lines profile
2. Add several of the same item via direct item entry page using several lines
3. Click on Fill details and add to cart
