Symptoms

On : Various Versions, Install Upgrade Patch

When attempting to recompile invalid objects, after a DB upgrade or applying a patch that certain objects in Order Management, Shipping & Pricing have compilation errors and manual recompile is not able to resolve the invalid.

You will see various invalids after:
RDBMS Upgrade
Applying Extended Support patches
Applying Various IBY, Receivables, CRM, or other products for 11.1.10 and r12+


ERROR
Internal Error 1401
Compilation errors
PL/SQL ERROR
Failed to generate library
FRM-30312 Failed to compile the library
      or in OM forms:
FRM-40735: WHEN-CREATE-RECORD trigger raised unhandled exception ORA-04062

STEPS
The issue can be reproduced at will with the following steps:
1. Upgrade RDBMS or Apply a patch
2. Notice OM has various invalids
3. Manual recompile ends with error
alter package <invalid object> compile specification;
show errors
