Why is the "To Range" field not showing any information when the from Range is showing a value in eBTax while creating Tax Condition Sets.

When the user is attempting to create a Tax Condition Set based on a Tax Determining Factor which has its Determining factor whose class qualifier has a value in Alphanumeric, using the "Range" as an operator, the From Field, shows the correct values, whereas the To Fields, does not show any values and the LOV is blank.
Tax Determining Factor class is 'Geography' then the Range Operator does not show any value in the "To" Field  LOV.
However, if the user chooses Determining Factor Class as 'Accounting' then the Range Operator populates value in the "To" Field  LOV.
