Symptoms
Manager Log of the Output Post Processor shows following error:

[9/18/11 2:15:50 PM] [UNEXPECTED] [29871:RT423229] APPLCSF system property is not set, unable to create lock file.
[9/18/11 2:25:50 PM] [OPPServiceThread1] Post-processing request 423233.
[9/18/11 2:25:50 PM] [UNEXPECTED] [29871:RT423233] APPLCSF system property is not set, unable to create lock file.
[9/18/11 2:46:06 PM] [OPPServiceThread0] Post-processing request 423239.
