R12: Grants Accounting R12 Award Budget Baseline Fails When There are Multiple Awards Funding a Project

Awards that have multiple awards funding a project are not rebaselining and the budget baseline process ends with an ERROR in the summarize budget process.
Log Errors can be either:
GMS_SUMMARIZE_BUDGETS.SUMMARIZE_BASELINED_VERSION - In FND_API.G_EXC_ERROR exception
GMS_BUDGET_PUB.SUBMIT_BASELINE_BUDGET - Exception :-20001-ORA-20001
Reviewing the gms_budget_versions and pa_budget_versions for the award/project combination, there are multiple gms_budget_versions (as the award portion of the process completes) however, the current_flag on the budget will be on an earlier version. The pa_budget_versions table will have fewer entries and will not have a working budget.
- Navigating Budgets-->Projects
- Pulling up the project budget
- Setting the status to working
doesn't solve the issue.
