When running Create Accounting - Cost Management process, there is no Account number (debit or credit)  listed in the Subledger Accounting Program Report for some transactions and these records are shown in the Subledger Accounting Exceptions Report with the following Error:

95318 The account code combination id () specified for line () does not exist. Please use a valid account code combination id for the subledger journal entry line.

Steps to Reproduce
------------------------
1. Connect to Cost Management - SLA Responsibility.
2. Go to Requests > Submit Request > Run Create Accounting - Cost Management Process.
3. Error is displayed in the Subledger Accounting Program Report.
