Symptoms
Workflow Deferred Agent Listener and Workflow Deferred Notification Agent Listener do not start and go to 'System Deactivated' after some seconds.
The below error notifications are generated:
Local Event ERROR : oracle.apps.wf.notification.send / 28994 ORA-01403: no data found
