When you manually create a bank statement and enter a line it errors as.
APP-CE-53026 GL Date that you have entered in the bank Statements window is not in open or future enerable period action: Enter GL date in Open or future enterable period in the bank statement window.

While the AP, AR and GL periods are open for the Bank statement GL date.
