Cannot Update Quantity or Delete Revised Items on ECO in Scheduled Status Using API Eng_Eco_Pub.Process_Eco or Forms ? (Doc ID 1368556.1)

Symptoms

Created an ECO using the Eng_Eco_Pub.Process_ECO API. When trying to update component quantity, disable date, and effectivity date, the below errors are shown:

ERROR :
Entity id :RI Entity index : 1 BO identifier: ECO row identifier: Message name : ENG_RIT_NO_UPDATE_SCHEDULED Table name : ENG_REVISED_ITEMS_INTERFACE Message text : The Record for revised item TEST29MAR9 has fatal errors. When the ECO or revised item is in scheduled status only rescheduling of the revised item is allowed. Thus all other
values in this record should hold null values. Also this record should not be associated with any child records using the ifce keys.

Entity id :RC Entity index : 1 BO identifier: ECO row identifier: Message name : ENG_RIT_SCHEDULE_ACCESS_FATAL Table name : BOM_INVENTORY_COMPS_INTERFACE Message text : This Record was not processed since an error occured in revised item TEST29MAR9 while checking if the user is not trying to make modifications to a Scheduled ECO apart from
rescheduling it.

Entity id :BO entity index : 1 BO identifier: ECO row identifier: Message name : ENG_ERROR_BUSINESS_OBJECT Table name :
Message text : An error occured while processing business object TEST29MAR9 in organization M1. Please check the data in this business object and re-run the import process.

If the same changes are attempted via the form (ENGFDECN.fmb), the changes are successful.
