Symptoms

When completing EAM Work Orders, the 'Quality Actions' concurrent request is launched automatically.
The Quality product is Installed but customer is not using Quality.
There are no Quality Collection Elements/Plans defined.
The following profile options are all NULL

 QA: Collection Plan Security
 QA: PO Inspection
 QA: Self-Service Buyer Notification
 QA: Update Quality Results Autoquery



EXPECTED BEHAVIOR

'Quality Actions' concurrent request should not be launched automatically when not using Quality

STEPS

The issue can be reproduced at will with the following steps:
1. Complete EAM Work Order
2. Notice the 'Quality Actions' concurrent request is launched automatically.
