Timecard Remains In 'Submitted' Status And No Notification Is Sent To The Approver For the Blank Timecards Submitted

The HXCEMP workflow does not send a notification to the HR Supervisor for timecards submitted with no data. The timecard is then stuck in submitted status.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Self Service Time > Create Timecard
2. Do not enter any data.
4. Find that the workflow completes and does not send a notification to the HR Supervisor and that the timecard is stuck in submitted status.
