EBS requests fail with "Size of a request header field exceeds server limit" (Doc ID 1370626.1)

Some requests to the Apache Server fails with the following error:

Bad Request
Your browser sent a request that this server could not understand.
Size of a request header field exceeds server limit.


Either the instance was upgraded to 12.1.3 or some changes were made in the network that increased the size of the network packages (like the cookie length, for example).
