Mass Update - General Batch Does Not Update Instances

Information in this document applies to any platform.
Find when performing an IB Mass Update, the batch does not perform any of the requested updates, even though the batch status shows "Successful". The problem happens when an instance has accounting_class_code = 'CUST_PROD' and location_type_code = 'INVENTORY'
The issue can be reproduced at will with the following steps:
1. Create batch file (general)
2. Oracle Installed Base Admin -> Others -> Requests and run mass update
