BI Publisher Desktop Shows Error Loading Data: Compile Error In Hidden Module: Module_starter

Symptoms
In the BI Publsiher Desktop, when you try to open XML Sample or XML Schema, nothing happens and the log shows the following error has occured.
The issue can be reproduced at will with the following steps:
1. Install Bi Publisher_11.1.1.5_Desktop.
2. Open MS Word.
3. Try to Load XML sample data or XML Schema, nothing happens.
4. Click on Log on button the error: "Compile error in hidden module: Module_starter" appears.
Changes
This is caused by one of the Microsoft's Windows security updates that installs a VBA runtime file.
