R11i & R12 Multi Lingual Table Is Failing On Job Fndnlins.Sql With ORA-00001 (Doc ID 1372716.1)

On : 12.1.3 version, Database for Application Technology

When attempting to Maintain Multi lingual table (Adadmin > Maintain multi lingual table) is failing on job FNDNLINS.sql, the following error occurs.

SQLERRM=ORA-00001: unique constraint (APPLSYS.FND_LOOKUP_VALUES_U2) violated

select to_date('ERROR')
ERROR at line 1:
ORA-01858: a non-numeric character was found where a numeric was expected

Note: this issue can happen in 11i and R12
