Error API_INSTANCE_HAS_PARENT - Location attributes update is not allowed for this Instance.' when Attempting to Reconfigure an Installed Instance (Doc ID 1372911.1)

Symptoms

When attempting to disconnect an IB instance, Install Base interface completes with the below error message.

The Install Base Interface node in OEOL workflow fails during the reconfiguration of an installed instance. The BOM has Component-Of relationship within themselves. The products that fail in IB interface are at the 2nd and 3rd levels down from the main product

The Instance has a Parent associated to it in the component of relationship. Location attributes update is not allowed for this Instance. Changing the location attributes for Parent, will automatically update its corresponding child components.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Reconfigure existing installation
2. Place order
3. Wait until IB interface node is reached in the OEOL workflow
