Symptoms

Change order implementation fails complaining that one of the line items is in use with a canceled change order.

Error

"Implementation failed:
Change Order / Revised Item cannot be implemented as structure header is pending in CO-XXXX.
Please implement the structure header in CO-XXXX first."

Steps

The issue can be reproduced at will with the following steps:
1. Create a change order for a revised line item and cancel the change order.
2. Create another change order for the same revised item and try to implement.
