When attempting to submit Charges the following error occurs:


In Service Request > Charges form:

"The Create Order API returned with an error status but no error messages"

 - or -

In FND Logs when running API:

fnd.plsql.MO_GLOBAL.SET_POLICY_CONTEXT.end              2       Returning from PL/SQL prcedure MO_GLOBAL.SET_POLICY_CONTEXT

fnd.plsql.FND_FILE.PUT_LINE               3       CS_CHG_OM_ERR_WITH_NO_MSG


(R) Service or Field Service or custom responsibility
(N) Service Requests > Create Service Request

 - Create Service Request.
 - Go to the Charges tab
 - Enter Charges line(s)
 - Click on Submit
=> Error message comes up.

Creating Service Requests and submitting Charges with the Service API and a custom program.


- Applied an Order Management patch.
- Configured a custom application or Service responsibility
- Created a custom program to submit Service Charges
