Conversion Rate cannot be updated on the Order Header

Goal
When trying to update the Conversion Rate on an Order which has a Closed Line , the following message is raised due to a seeded processing constraint:
You are not allowed to update Conversion Rate because:
Line is Invoice Interfaced, cannot update conversion rate.
Line is Invoice Interfaced, cannot update conversion rate.
Why does the system not allow to update the Conversion Rate on the Order Header when at least one of the Order Lines is Closed?
