Customer Form Issue: Customer Site Allows Saving of Invalid State, County, City, Postal Code Combination Even if Validation Setting is Set to Warning

In R12.1.3, TCA Geography Hierarchy for the US is configured with state, county, city, postal code hierarchy, as the data was loaded from Vertex. The US address source is configured with HZ_LOCATIONS, and each state, county, city, postal code attribute is mapped correctly, with Tax Validation and Geography Validation enabled.
Validation Level is set to Warning.
So when creating a new customer site, the state, county, city, postal code combination should be validated.
However, invalid values are able to be saved. For example, a customer site with only Address1 and State can be saved without error and the Suggestions drop down does not pop up to force the user to select a value from the list.
Steps to reproduce:
Responsibility: Receivables Manager
Navigation: Customers > Customers
- Enter a customer
- For customer address, enter the 'Address Line 1' and 'State' only.
- Save. Receive confirmation saying that your changes have been saved.
- No error is received and the Suggestions drop down does not pop up to force the user to select a value from the list.
