Ship Only Order Line Is Not Closing (Doc ID 1380101.1)

Symptoms

Able to Ship Only order line without issue and the lines goes to Shipped status as expected. Then run the Workflow Background Process expecting the line status should change to Closed. Instead the line status changes to Fulfilled. The sales order line is not closing.
