Subledger accounting features are not available to the GL and Subledger Accounting responsibilities (Doc ID 1380593.1)

Symptoms

When attempting to view Sub-ledger journal entries, the following error occurs.

Subledger accounting features are not available to the General Ledger and Subledger Accounting responsibilities. To access this feature, please use a responsibility that creates subledger accounting such as Payables or Receivables.

The above error is only for the custom responsibilities which has been used since 11i. For these responsibilities, the application is Bills of Material and not Cost Management.

For the seeded, cost management - SLA responsibility, where the application is Cost Management - Customer is able to view the journal entries without error.

The issue can be reproduced at will with the following steps:
SLA - Journal entries in CST responsibility. This is a custom responsibility
