Install Base Search Does Not Return All Instances

Certain instances of the same Inventory item are searchable in Install Base using the Oracle Installed Base Agent User (OAF) responsibility and others are not.
The instances all exist, are not expired and are returned when search is performed using the Install Base User (JTT) responsibility.
Expect all valid instances to be returned by search
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Use Oracle Installed Base Agent User responsibility.
2. Navigate to Item Instance -> Item Instances.
3. Search for instance (by item instance, item, serial number,...)
