Error When Users with no Responsibility Use Return For Correction

Symptoms

Scenario:
HR Professional people used to work with one "shared" FND user to approve self-service transactions submitted by employees.
There is only one FND_USER for all HR Professional employees.
This FND_USER is linked to a person who is a contact in HR.
There is no responsibilities linked to this FND_USER because HR Professional users are not allowed to use any SSHR features.
When a self-service responsibility including "HR Return for Correction" function is linked to this FND_USER, everything is working fine, ie HR Professional can use the Return For Correction link available in the notification.

Issue:
When attempting to HR people tried to use the Return For Correction link available in notification the following error occurs.

You have insufficient privileges for the current operation. Please contact your System Administrator.


EXPECTED BEHAVIOR
-----------------------
HR Professional users needs to be able to use the RFC link available in the approval request notification whenever they do not have access to any Self-Service responsibility.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee submits approval request to the HR team
2. HR team logged with HR_MAILER FND user receive the approval request
3. HR_MAILER open the notification and click on Return For Correction.
4. The error is displayed

The issue has the following business impact:
Due to this issue, users cannot use the RFC feature
