How to resolve error FDFGVD failed due to ORA-01406 when submitting Publication request (Doc ID 1381616.1)

Symptoms

When attempting to run the concurrent process Process a Single Publication Request or the Populate Configuration Models, the following error occurs. 

ERROR

APP-FND-01564: ORACLE error 1406 in FDFGVD
Cause: FDFGVD failed due to ORA-01406: fetched column value was truncated.


The SQL statement being executed at the time of the error was:
SELECT MP.PUBLICATION_ID,MP.PUBLICATION_ID VALUE, DP.NAME DESCRIPTION, NVL('N','N'), NVL(TO_NUMBER(NULL),-1),
NULL, NVL('Y';'Y'), NVL(TO_CHAR(TO_DATE(NULL),'J'), 0), UI.NAME "UI", MP.LAST_UPDATE_DATE "Published" FROM CZ_DEVL_PROJECTS ......


STEPS:
1. Log in to Oracle applications as Order Management user
2. Change responsibilities to Oracle Configurator Developer responsibility
3. From main menu, navigate to View > Requests > Submit a new request > Process a Single Publication
4. Select appropriate parameters
5. Submit
6. Error occurs
