Ship To and Bill to Locations created in TeleService are not available when creating a Sales Order.

Agents expect Locations created in CRM to be available when creating a Sales Order from Contact Center > Orders tab.

That way, they would not be forced to enable the sites in Oracle Receivables (Customer Master).
