Item Instance LOV Does Not Work In SR Charges If Submitted Charge Line Exists (Doc ID 1383390.1)

Symptoms

After creating and submitting a Charge line in the Service Request form, if a new Charge line is added after the Submitted one (on the same Service Request), the Item Instance LOV does not include the ellipses and it is not possible to chose an Item Instance.

Expected Behavior
Expect to be able to choose an Item Instance for Charge lines even if a line is submitted.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

  1. Create a Service Request
  2. Create and submit a charge line.
  3. Add a new Charge line following the submitted one.
  4. The Item Instance LOV (List of Values) does not appear.
