Unable to import Item Instances in Oracle. Customer is running the install base open interface program, the instance record is still in the interface table with an updated process flag of E. Checked in the Open interface error details form, but there is no error message getting displayed on the screen. Same is the case with the error_text column of CSI_INSTANCE_INTERFACE/CSI_I_PARTY_INTERFACE tables.
CSI log file showed the following error

4300765-02122011 03:54:06-Error from Call_to_contracts...
The issue can be reproduced at will with the following steps:
1. Run the install base open interface program
