How is Available To Reserve Calculated For Locator-Controlled Items?

Goal
To explain how Available To Reserve (ATR) and Available To Transact (ATT) are calculated.
The confusion comes in situations like the following where a quantity has been over issued from another locator:
1. Create a Misc Receipt of
Item : A
Qty : 100
Lot No : Lot1
Subinv : SubinvA
Locator : Locator1
2. Create a Misc Receipt of
Item : A
Qty : 100
Lot No : Lot1
Subinv : SubinvA
Locator : Locator2
3. Create a Misc issue of
Item : A
Qty : -200
Lot No : Lot1
Subinv : SubinvA
Locator : Locator 1
4. Now On hand quantity (OHQ) is
Subinv --SubinvA
loc -- Locator1 IS
onhand : -100
ATR : -100
ATT : -100
Subinv : SubinvA
Loc : Locator2 IS
Onhand : +100
ATR : 0
ATT : 0
Why is the ATR,ATT at Locator level showing as '0' when Locator2 still has stock ?
