TeleService: Tasks - Scheduled Start Date and End Date are Mandatory (Doc ID 1384637.1)

Q1: When Scheduled Start Date is entered for a Task, the application asks the user to enter the Scheduled End Date as well.
       If either is entered, when trying to save the user gets the following message: "Please enter both the start date and end date."

Q2: How to make Scheduled Start Date and Scheduled End Date mandatory when Task Status is changed to 'Assigned'?
