Supplier Search With Inactive Site Does Not Appear In List Of Values (LOV) (Doc ID 1384730.1)

Symptoms

In Oracle iProcurement, the supplier search list of values (LOV) does not return any results when searching for a supplier having inactive sites.  The user expects to see a list of suppliers with inactive sites in the search results.


Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log into iProcurement.
2. Navigate to Requisitions page.
3. Go to search page and click on supplier LOV search icon.
4. Enter the supplier name that has inactive sites.
