Physical Inventory Count fails for LPN's in another Location

Goal
Physical Inventory Count fails for LPN's in another location ie. there is more than one active tag with the same LPN. This can occur for the following reason:
LPNA is available in BULK/B1.1.1 and has generated the TAG.
While counting the TAG, the counter finds that LPN1A is available in CASE/C1.1.1 instead of BULK/B1.1.1.
While counting the physical tag through mobile by mistake the counter enters the subinventory/locator as TEST/T1.1.1 instead of CASE/C1.1.1 and realises that they have entered the wrong location.
They therefore try to count the same LPN 'LPNA' by giving the location as CASE/C1.1.1.
Now the system has created 3 tags as follows:
1. LPNA ---- BULK/B1.1.1 ---------- As per the system
2. LPNA ---- TEST/T1.1.1 ---------- Dynamic Tag through mobile
3. LPNA ---- CASE/C1.1.1 --------- Instead of updating the 2nd Tag the system has created a 3rd tag.
Out of the 3 tags TAG 1 will be void as we didn't count that tag.
The remaining 2 tags (2 & 3) are both active.
Now when trying to perform an adjustment the system will fail as an LPN can't reside in more than one location.
