Hr_person_record Invalid after Upgrade to R12.1.3

Symptoms
When attempting to upgrade from R11i to R12.1.3 the package hr_person_record is invalid showing the following error:
ERROR

1/14 PLS-00304: cannot compile body of 'HR_PERSON_RECORD' without its
specification
1/14 PLS-00905: object APPS.HR_PERSON_RECORD is invalid
After trying to compile header using peperqry.pkh
PLS-00302: component 'NOTIFIED_UREP_ID' must be declared
PL/SQL: Declaration ignored
PLS-00905: object APPS.HR_PERSON_RECORD is invalid
PLS-00304: cannot compile body of 'HR_PERSON_RECORD' without its specification
PL/SQL: Compilation unit analysis terminated
STEPS
The issue can be reproduced at will with the following steps:
Upgrade from r11i to 12.2.3 in the upgrade process the hr_person record package does not compile.
