Error When a Manager is Trying to View a Worker Objective (Doc ID 1385781.1)

Symptoms

On : 12.1.1 version, Appraisals
In Production,
After upgrading from 11.5.10.2 to 12.1.1, whilst using the Switch Manager button through Manager Self-Service responsibility and clicking on the Go To Task icon for Cascade or Set Objectives task (and trying to open the Set Objectives page for one employee) the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager Self-Service
2. Performance Management
3. Switch Manager
4. See the Plan with all task
5. Click on Cascade or Set Objectives
6. See all scorecards in status Not Yet Started with Manager
7. For one employee, click on the Action icon
8. See the unexpected error.

BUSINESS IMPACT

The issue has the following business impact:
Managers cannot view their employees objectives in performance managment and now we are at the end of the year. So this effecting around 1000 users. kindly help us on solve it as soon as possible


ADDITIONAL INFORMATION
-----------------------
This only happens whilst using the Switch Manager button and for those users who have there objectives saved before the upgrade. (Need more information about this information)
