Transaction Manager Error When Received Through Notification (Doc ID 1385934.1)

Users encounter Transaction manager error when received through notification for user with only custom responsibility.

This only happens for PO created from requester without assigned Oracle responsibility (e.g.: with application id as 178 or 201)

Due to this issue, users cannot receive through notification.


The Confirm Receipts workflow failed to process the receipts due to an error in the Receiving Transaction Manager, return code is: 3

Steps To Reproduce
1. Log in as user with only custom responsibilities.
-- e.g.: No assigned Oracle Purchasing /iProcurement responsibilities with application_id of 201 (Purchasing) or  178 (iProcurement).
2. Create a require receipt Purchase Order.
3. Run concurrent request  "Confirm Receipt Select Order."
4. Attempt to receive through the notification.
