On : 12.1.3 version, Assignment,Term,Pay,ChgMgr,LOA

Manager Self-Service when attempting to rehire ex-employees the list of available people is empty.

The issue can be reproduced at will with the following steps:

1. Manager Self-Service
2. Terminate an existing employee (NOTE: Terminating through Manager Self-Service (MSS) defaults the Actual and Final Process Dates to be the same date.)
3. Attempt to find the person just terminated
4. They are not listed
