Look Ahead LOV Is Not Working For Some Users In R12.1.3

In Oracle Applications R12.1.3, the Look ahead LOV feature is not working in Self Service pages for some users.
One example in Self Service where the problem can be seen:
2. Search by Supplier name
3. Click on update
4. Click on Banking Details
5. Click on Create
6. In the Create Bank Account page.
See that the Look Ahead LOV is not being displayed at all in the Country field, Bank Name field, and Branch Name field.
