Setup Project Status Report gives error:

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-04068: existing state of packages has been discarded
ORA-04065: not executed, altered or dropped stored procedure "APPS.PA_ACTION_SET_UTILS"
ORA-06508: PL/SQL: could not find program unit being called: "APPS.PA_ACTION_SET_UTILS"
ORA-06512: at "APPS.PA_PROGRESS_REPORT_PUB", line 585ORA-06512: at line 1


The following error can also be thrown in same Setup Project Status Reports:
