WMS Pick Release Process Backordered First Time With WMS_PICK_NO_ROWS But Completed Successfully Second Time

Symptoms
Pick Release of order, one item is not picked even though there is enough stock in the inventory for this item. Pick slip list generation program completed with error.
The issue is encountered for an item. The Pick Release will not happen when you run the first time and it completed successfully in the second time.
OR
Put away does not follow that rule defined in rules workbench instead it seems to be following a seeded default rule. That rule is specified in the organization parameters form on the warehouse tab in a field called "default putaway rule."
