R12: Withholding Tax Calculated Incorrectly when Payment made from Payment Workbench (Doc ID 1390656.1)

Using the Payables Option of "Invoice Validation and Payment Time" for Withholding Taxes.
When making a payment using "Pay in Full" the process calculates the correct amount of withholding tax; but paying the same invoice
through the Payment Workbench (APXPAWKB), the withholding tax calculated is wrong. Using Payment Workbench, the system nets
the amount withheld at invoice validation and then applies the withholding tax rate on the remaining balance.

It is expected the AWT to be applied the same both pay in full and manual payment


The issue can be reproduced at will with the following steps:
1. Navigate to Payables resp > query for the invoice
2. Pay the invoice in full.
3. Void the payment and manual pay the invoice.
4. There is a difference in the payment made
