Symptoms

When attempting to open timecard for a person, the following error occurs.

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-20001: This person does not have preferences for the selected effective date

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Using your Self-Sevice Time Responsibility > Time card entry - errors ORA-20001: This person does not have preferences for the selected effective date

2. using your OTL Application Developer, navigate Preferences : Person. Find person errors APP-HXC-366348: This person does not have preferences for the selected effective date
