Login Change Password Fails with ORA-20001: Unabled To Call FND_LDAP_WRAPPER.UPDATE_USER ORA-06512 APPS.FND_WEB_SEC (Doc ID 1391929.1)

Symptoms


On Oracle Applications 12.1.3,
when clicking on 'Submit' button in 'Change Password' page after first time logon with the new password, the following error results:

Oracle error 20001: java.sql.SQLException: ORA-20001: Unabled to call fnd_ldap_wrapper.update_user due to the following reason:
ORA-20001: Unabled to call fnd_ldap_wrapper.update_user due to the following reason: An unexpected error occurred. Please contact your System Administrator.

ORA-06512: at "APPS.FND_WEB_SEC", line 1505 ORA-06512: at "APPS.FND_WEB_SEC", line 1279 ORA-06512: at line 1 has been detected in
SessionManager.changePassword(String,String,String,String,Connection).


The issue can be reproduced at will with the following steps:
1. Implement Oracle Single Sign-on and OID with a 12.1.3 Application.
2. Changed password of a Applications EBS user, managed in OID, within the Appilcation form FNDSCAUS (System Administrator > Security > User > Define).
3. Log into Application with the user in which the password was changed and allow the Application to prompt the user for a password change.
4. Enter a new password for change and select Submit.
