View Document Option Not Available In Purchasing Forms

Symptoms
In Inquire menu from Purchase Order Summary or Purchase Orders form, the "View Document" option is not available, or visible but dimmed out and cannot be selected.
Similarly, View PDF option is not available in the list of Actions available in Orders html form of the Buyer Work Center (BWC).
Note : PO Output for Communication works correctly and generates PDF as expected.
Sample steps to reproduce :
1 - Go to Purchase Order Summary form (Navigation: Purchase Orders > Purchase Order Summary).
2 - Find the Purchase Order.
3 - Click Inquire menu - View Document is visible but greyed out and cannot be selected.
