Symptoms

When attempting to run PO Output for Communication program for a Blanket Release,
the following error occurs.

ERROR
--------------
Executing the query for header id
java.sql.SQLException: ORA-01722: invalid number.

rolling back the complete program.

Steps to reproduce:

1. Responsibility: Purchasing

2. Navigate to:  Reports > Run

3. LOV = PO Output for Communication

4. Submission screen.

5. Parameters:
All,
blanket number,
release number,
approved
