Italian Withholding Tax Letter Report Issue (Doc ID 1396085.1)

On Applications
Running JEITWHTL: Italian withholding tax letter report, the output of withheld amount is wrong when a payment is voided and executed again.
WHTL lines are correctly voided and reentered but in the report, wht lines created by payment reverse seem not took into consideration.
As consequence the Whittheld amount is wrong

expect to have correct amounts printed

report completes successfully with no errors in the log

-- Steps
The issue can be reproduced at will with the following steps.
1. enter invoice subject to withholding tax
2. enter payment so that wht lines are created
3. void payment so that WHT reversal lines are created
4. reenter payment so that WHT lines are recreated
5. post
6. print JEITWHTL

The issue has the following business impact:
Due to this issue, users cannot produce correctly JEITWHTL
