Quote Workflow Fails Intermittently with ORA-06512 Error While Initiating Notification (Doc ID 1397307.1)

Symptoms

On : 12.1.3 version, HTML User Interface

When attempting to create quote in custom UI using standard ASO API's, quote workflow is getting initiated implicitly, and is erroring for couple of quotes with following error message

ORA-06502 / ORA-06512 at APPS.IBE_WF_MSG_MAPPING_PVT Character String Buffer Too Small


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create quote in custom UI using standard ASO API's
2. Erroring for couple of quotes with error message
